Why does Rand Paul skip around answering simple questions?

A blatant example of him doing this is on the Rachel Maddow Show, instead of just giving a yes or no answer he just dances around the questions.

I know that you’re used to the steady stream of inspirational words pouring out of Obama’s mouth in perfect rhythm, but normal people don’t talk like that. When one doesn’t use a teleprompter, even to talk to first graders, they say um and stop and restart. That’s pretty normal for the average person. Most of us are not groomed teleprompter robots.
