The Iraq Liberation Act was a reaction to Saddam Hussein’s "cheat and retreat" policy concerning his weapons. Many of the others who have responded to your question have never read the text of the Act. So, the first link below is to that Act.
The actual military offensive against Iraq was authorized by the Congress nearly five years later. The reasons listed in that authorization mirror some from the Iraq Liberation Act. That’s the second link below.

No the 2nd gulf war started when neocons in the heritage foundation and other places planned out a whole scheme for subduing saddam, democratizing iraq and getting a steady supply of cheap oil and hatched it to incoming president (and everyones favorite crony) George W Bush.
All they needed was some national fervor (unfortunately, 9/11 helped that) and away we went. But if wasnt 9-11, it’d have been something else.
