Why is Hijab interpreted so differently from one muslim nation to another?

I think it’s because some Muslim countries are more enlightened than others. Not so superstitious anymore, more educated. More education- less medieval stuff. We need more and more education.
Why do Christians have one Bible but dozens of different denominations that argue with each other all the time?
It’s not something specific to Islam. I think it just comes down to how different people interpret their scriptures, and which parts they choose to emphasize as being more important.
Some Muslim nations are broad minded and liberal some are not.
First of all the the definition of Hijab, is covering from head to toe, its not just a scarf that is put on your head. It is Obligatory for every muslim woman, Surah Ahzab.
Yes The Qur’an is written to ALLLLLL muslims, but unfortunately not everyone follows the Qur’an the right way.The Bible (old testament, requires women to cover (if you do not beleive me by all means look it up yourself, the Vatican council changed that ruling) and also the torah requires women to cover.
Its all about CULTURE and these countries trying to be more westernized, making the hijab more fashionable. You will see that Saudi Arabians cover head to toe because they stick to the shariah (islamic law). In Pakistan and India, some women do not cover properly because they say it makes them look old and ugly and it is really not in their culture. In Syria Lebanon Egypt etc.. they cover to fit the fashions of our time, It has nothing to do with the Quran or Islam.
